Level I Investigator Training

This training is a cooperative project of Iowa AEAs. It is provided in Area 11 as a service of Heartland AEA.
There is no fee for Area 11 participants to attend; however, pre-registration is required.

Date: Offered annually in the fall - usually scheduled the first week of October

Time: Usually held in the morning from 8-12:30

Location: Scheduled in ICN classrooms across the state of Iowa
Please note: For your convenience a variety of sites are scheduled throughout the state.

Information About This Training

Iowa Requirements:
Iowa Code Chapter 280, Section 280.17, requires all public and non-public schools to annually appoint a Level I Investigator and alternate(s) to investigate complaints regarding abuse of students by school employees and volunteers. The board-announced Level I Investigators and (at least one) alternates are to be posted with their phone numbers in every building.

Investigators and alternates are to be trained upon initial appointment and then once every five years thereafter. The training is to familiarize designated individuals with their roles, rules, procedures and required timelines for action. This opportunity is available for newly-designated investigators and alternates, Level I Investigators who need to be re-certified, and individuals who may be interested in an update/review or have specific questions about the process.

Who Should Attend:

  • New Level I Investigators/Alternates
  • Experienced investigators
  • Level II Investigators (also required to be identified annually) may attend the training.


While this training is not required for Level II Investigators, they sometimes appreciate the opportunity to hear the information presented.

Materials Needed
Level I Investigators and alternates will need to bring their Blue Books with them to the training session.

Newly appointed individuals will need to receive a copy of the Blue Book (model policy with forms, copies of statutes, rules and rule explanations).

Attendance will be taken at each Area 11 site.
